On February 8, 2021, the Special Consultative Meeting on Migrant Management during the COVID-19 outbreak between Thailand and Singapore was held via video conference platform by the Office of International Cooperation, Department of Disease Control, Ministry of Public Health ,Thailand. The Thai delegates consisted of Dr. Kajornsak Keawcharat, Deputy Director of the Department of Disease Control (DDC), as a head of DDC delegates along with Dr. Soawapak Hinjoy, Director of the Office of International Cooperation (OIC) , a representative from the Office of the Senior Expert Committee, representatives from the Office of the International Health Policy Program (IHPP), officials from OIC, DDC while Singapore delegates are representatives from Ministry of Health and Ministry of Manpower. Through good coordination from the Singapore Embassy, this consultative meeting was aimed to exchange pandemic situation and COVID-19 control measures between the two countries.
Dr. Kajornsak highlighted that the Thai Ministry of Public Health continues intensified measures which are 1) Active Case Finding and high risk contacts who are migrant workers to include them in the diagnosis and treatment processes in time 2) promoting personal preventive measures such as wearing a mask for 100%, frequently washing hands, and applying social distance.
In Singapore, safety measures for migrant workers are implemented to promote safe work, safe living and safe rest among them under the main concept in disease prevention and control. Singapore pointed out that vaccination is not a silver bullet to reduce disease transmission but it is under the epidemiological principle including Active Case Finding (ACF), disease investigation, and contract tracing which are crucial for pandemic control. Various technologies were promoted to utilize for supporting ACF activities and providing those suspected to COVID-19 the access to treatment and medical care as soon as soon as possible.

วานนี้ (8 กุมภาพันธ์ 2564) ที่กรมควบคุมโรค กระทรวงสาธารณสุข นายเเพทย์ขจรศักดิ์ แก้วจรัส รองอธิบดีกรมควบคุมโรค กระทรวงสาธารณสุข พร้อมด้วย สพญ.ดร.เสาวพักตร์ ฮิ้นจ้อย ผู้อำนวยการสำนักงานความร่วมมือระหว่างประเทศ ผู้เเทนจากสำนักงานคณะกรรมการผู้ทรงคุณวุฒิ กรมควบคุมโรค และผู้แทนจากสำนักงานพัฒนานโยบายสุขภาพระหว่างประเทศ (IHPP) ร่วมประชุมหารือผ่านระบบการประชุมทางไกลผ่านจอภาพ (Video Conference) กับกระทรวงสาธารณสุขประเทศสิงคโปร์ และกระทรวงแรงงานประเทศสิงคโปร์ ผ่านการประสานงานเป็นอย่างดีจากสถานเอกอัครราชทูตสิงคโปร์ ประจำประเทศไทย เพื่อติดตามสถานการณ์และมาตรการป้องกันควบคุมโรคโควิด 19
นายเเพทย์ขจรศักดิ์ กล่าวว่า กระทรวงสาธารณสุขไทยยังคงเข้มมาตรการสำคัญ คือ การค้นหาผู้ติดเชื้อและกลุ่มผู้สัมผัสกับแรงงานที่เสี่ยงต่อการติดเชื้อโควิด 19 ให้ครอบคลุม เพื่อให้กลุ่มดังกล่าวเข้าสู่กระบวนการรักษาและวินิจฉัยอย่างรวดเร็ว ร่วมกับการรณรงค์ให้ใช้มาตรการป้องกันส่วนบุคคล ทั้งการสวมหน้ากาก 100% เว้นระยะห่าง และล้างมือบ่อยๆ ส่วนในสิงคโปร์ใช้มาตรการปลอดภัย 3 ช่วง ได้แก่ ช่วงทำงาน ช่วงพักผ่อน และช่วงที่อยู่ด้วยกัน อันเป็นแนวคิดหลักในการป้องกันควบคุมโรค พร้อมเน้นย้ำการรักษาสุขอนามัยส่วนบุคคลเช่นกัน ทั้งนี้ ทางสิงคโปร์ยังกล่าวอีกว่าวัคซีนไม่ใช่เครื่องมือเพียงอย่างเดียวที่จะช่วยลดการระบาด เเต่เป็นหลักระบาดวิทยา คือ การค้นหาเชิงรุก สอบสวนโรค และติดตามผู้สัมผัส จะเป็นส่วนสำคัญในการช่วยลดการระบาดของโรคได้ อีกทั้งการส่งเสริมการใช้เทคโนโลยีต่างๆ มาสนับสนุนในการค้นหาผู้ที่เข้าข่ายสงสัยว่าป่วยให้เข้าสู่ระบบการดูเเลรักษาโดยเร็วที่สุด
